Police warn of door-to-door
selling scams

HOPEWELL JUNCTION — The day after Thanksgiving,
two men selling frozen meat from a refrigerated
truck solicited a 91-year-old woman at her
Hopewell Junction home.

The woman made a $35 purchase, but soon after
discovered the meat company billed her credit card
$600.

The woman reported the incident to police and said
the salesmen gave her a brochure but no receipt for
her purchase.

With the help of her family and East Fishkill police,
the credit card company reversed the charges.

Lt. Kevin Keefe of the East Fishkill police said this
was the first such case reported to the agency but
that the public should be aware of possible scams
by solicitors.

“During the holiday season, credit card use is at its
highest and overcharges or frauds can be easily
overlooked or not discovered for weeks,” Keefe said.

Holly Pinder, a consumer advocate at the Dutchess
County Department of Consumer Affairs, said no
other door-to-door incidents were reported to her
office recently, but that high-pressure sales tactics
are often part of fraudulent activity.

“Don’t let yourself be hurried, intimidated or
coerced,” she said. “After all, the salesperson is at
your door uninvited and remains there only at your
courtesy.”

Another variant of door-to-door selling involves
another sales representative, who cold-calls first
and attempts to gain agreement that a salesperson
should visit, Pinder said.

The products accounting for the largest share of
direct-sales revenues from door-to-door sales
include cleaning supplies, cleaning equipment,
appliances, magazine subscriptions and home
improvement products, she said.

To avoid being victimized by an unscrupulous

 
seller, Pinder recommends these tips:

• Get everything in writing. If you are interested in
purchasing from a door-to-door salesperson, first
get the price, warranty and all conditions on paper.

• Ask for proper identification before listening to a
sales pitch.

• Be careful about letting a salesperson into your
home. (Local police have said this can be a tactic
used by criminals to case a location for a potential
burglary.)

Consumers have three business days to opt out of a
door-to-door sales contract.

The seller must provide written notification of the
right to cancel, Pinder said.

72 Year Old Woman Killed Crossing Holmes Road

72-year-old woman struck

PAWLING — A 72-year-old woman was struck and
killed crossing Holmes Road last night, State Police
reported today.

Ruth Austin had just finished a shift working as a
home health aide at a nearby residence when she
crossed the road in an attempt to reach her car
around 7:30 p.m., according to police.

The Carmel woman succumbed to head trauma and
multiple internal injuries, a police press release
said. She was transported to Putnam Hospital Center
where she was pronounced dead on arrival.

Holmes Road was closed for about three hours
following the accident as police investigated the
scene. Police reported the investigation showed no
indication that drugs or alcohol played a role in the
crash.

Police said the 23-year-old driver of the vehicle was
also taken to Putnam Hospital Center to be treated
for lacerations to her hands and glass in her eyes.

The American Academy of Pediatrics offers these safety tips:
• Choose costumes that are bright and reflective and short enough to prevent tripping, entanglement or contact with flame. Add reflective tape or striping to costumes and treat bags to make children more visible.
• Remember, masks can hinder or block eyesight. Non-toxic makeup and decorative hats are safer alternatives. Hats should fit properly to prevent them from sliding over children’s eyes.
• Buy only costumes, wigs and accessories with a label clearly indicating they are flame-resistant.
• If a sword, cane or stick is part of a child’s costume, make sure it’s not sharp or too long.
• Provide children and escorts with flashlights with fresh batteries.
• Teach children how to call 911 or their local emergency number.
• Have a parent or responsible adult accompany young children when they’re trick-or-treating.
• If older children are trick-or-treating alone, review their route and agree on a specific time when they will return home.
• Trick or treat only at homes with a porch light on. Never enter a home or car for a treat.
• Remain on well-lit streets and always use the sidewalk. If there’s no sidewalk, walk at the far edge of the road facing traffic. Never cut across yards or use alleys. Only cross streets at recognized crosswalks. Never cross between parked cars. Never assume the right of way — it can be difficult for motorists to see trick-or-treaters.
• When your children return home, sort and check their treats. Throw away any spoiled, unwrapped or suspicious items.
• Allow children to draw faces on pumpkins, but parents should do the carving.
• Never leave candle-lit pumpkins unattended. Place them on a sturdy table, away from curtains and other flammable objects. Votive candles are safest for candle-lit pumpkins.
• Homeowners, remove tripping hazards from the front yard and porch, such as toys, bikes, lawn decorations and garden hoses. Sweep wet leaves from sidewalks and steps, make sure outdoor lights are working, and keep pets under control.

In the cities of Poughkeepsie and Beacon, incidents
of violent crime have crept upward from 2007 to
2009, according to statistics gathered by the FBI.

Despite the increase, however, the yearly total
number of violent crimes reported in both cities did
not top the number in 2006.

Violent crime is defined by the FBI as murder and
non-negligent manslaughter, forcible rape, robbery
and aggravated assault. Property crime is defined as
burglary, larceny, motor vehicle theft and arson.

For the third straight year, the City of Newburgh led
the region in violent crimes. In 2009, there were
466 violent crimes, FBI figures show.

In the City of Poughkeepsie, there were 410 violent
crimes reported in 2009. Of these, 200 were
classified as robberies and 196 were aggravated
assaults. In 2008, there were 394 violent incidents;
162 were robberies and 204 were aggravated
assaults.

There were 387 violent crimes reported in the City
of Poughkeepsie in 2007 and 417 in 2006.

In the City of Beacon in 2009, there were 74
incidents of violent crime reported. Fifty-seven of
those crimes were aggravated assaults and 17 were
robberies.

In 2008, there were 63 violent crimes reported in
Beacon. Forty-three were aggravated assaults and
20 were robberies. In 2007, there were 62 and in
2006, there were 83.

Detective Lt. Lou Musmeci of the City of Beacon
police said an increase in violent crime may be due
to increased gang activity in the city.

“I think the younger kids are getting involved in
gangs. That usually increases the assaults. Lumped
into that is also domestic violence,” he said.

 
“Small cities have big-city problems, just on a
smaller-city scale,” Musmeci said.

The Town of East Fishkill had a significant increase
in the total number of violent crimes reported in the
past seven years. In 2003, there were 38 violent
crimes reported. That number has risen steadily
most years, with the exception of 2008 when data
were unavailable. In 2009, there were 182 violent
crimes reported. All but four were aggravated
assaults.

Lt. Kevin Keefe, who heads the patrol division of the
Town of East Fishkill police, said there might be a
number of factors contributing to the upswing.

“The population has gone up, and crime rates go
along with that,” Keefe said.

“I see the reports coming across my desk. I know the
guys are busier,” he said.

Keefe said police have also been more aggressive
about enforcing domestic violence arrest policies,
which allow police to make an arrest even if the
other party does not wish to pursue charges.

“I know that constitutes some of our assaults,” he
said.

Keefe said computerized reporting of crimes may
also have contributed to the increase.

Despite cuts, cops embrace
anti-crime aid

Local authorities are dealing with decreased state
aid used to fight crime, but officials say they are
grateful to receive the money that helps pay for
increased patrols and other anti-crime efforts.

“We are already spending it on overtime,” City of
Poughkeepsie Police Chief Ronald Knapp said of
state Operation IMPACT funds.

The city will receive $175,750 in IMPACT funds,
which Knapp said would help pay for neighborhood
saturation patrols, narcotics operations and
surveillance equipment.

The department received $194,450 last year. Still,
Knapp said officials were glad to receive the funds,
given the down economy and the state’s financial
problems.

“We’re very fortunate and very happy they are
continuing IMPACT,” Knapp said.

Local plans for the funds come after Gov. David
Paterson last month announced the award of $13.5
million in IMPACT grants, a decrease of more than
10 percent from the $15.1 million allocated last
year.

Dutchess County will receive $377,724, down from
$407,130. Ulster County is expected to get
$275,331, down from $314,119.

State officials said the decrease is related to New
York’s fiscal crisis. The grants also go to upstate
and Long Island counties.

Town of Poughkeepsie police will receive $28,500
in IMPACT money, down from $64,840 last year.

Police Capt. Paul Lecomte said the funds help cover
overtime for warrant sweeps and checks on sex
offenders.

“It will hurt us a bit,” Lecomte said of the decrease.
“But we’re happy to accept anything.”

The only Dutchess agency to receive an increase in
IMPACT funding is the District Attorney’s Office,
which will get $134,224. Knapp said that money
helps pay for a prosecutor who focuses on violent
crimes and gangs.

“All of us as agencies use that prosecutor,” Knapp
said.

In addition, he said the city department will use
$15,000 in IMPACT funds to create a citizen
reporting link on the city’s website. That will allow
residents to electronically report a variety of
problems to police, from lost cell phones to identity
theft.

Knapp said the reporting system should be online
next year.

State IMPACT grants help fund strategic crime-
fighting and violence-reducing initiatives. The
funds can pay for crime analysts, prosecutors,
surveillance cameras, undercover details and
warrant sweeps.

State officials said statistics show that after a 2.4
percent decline in 2009, so-called “index” crimes
(murder, rape, robbery, aggravated assault,
burglary, larceny and motor vehicle theft) in primary
IMPACT jurisdictions rose about 2.5 percent during
the first five months of this year.

Officials said the spike was driven almost entirely by
an increase in property crimes. They said murders,
rapes and robberies are down, but burglaries and
larcenies are up, both in IMPACT jurisdictions and
other parts of the state.

Paterson noted that in addition to IMPACT funding,
the state in the fall would distribute targeted grants
to areas struggling with increases in burglaries.
Officials said the funds would allow authorities to
obtain DNA evidence from the site of every burglary.

Operation IMPACT grants are competitive, with
priority given to areas with the highest volume of
crime.

State officials say each expenditure must bear a
direct relationship to the overall goal of reducing
violent crime.

The state monitors programs’ effectiveness through
monthly meetings with IMPACT partners.

Dutchess County officials are warning residents about an increase in deaths from heroin overdoses.

Officials also are urging parents to monitor their medicine cabinets, pointing out that prescription drug use can often be a gateway to harder drugs and addiction.

The warning from the Dutchess County Criminal Justice Council comes as officials said heroin-related deaths in the county jumped to 13 in 2009, compared to six cases between 2007 and 2008.

Council officials said the federal Office of National Drug Control Policy has identified prescription drug abuse as the fastest-growing drug problem in the United States. Justice council officials said many young people addicted to heroin started by abusing prescription drugs.

“Across the country, there is a growing problem with youth using prescription pain medications pilfered from home medicine cabinets,” council Chairwoman Mary Ellen Still said in a release. “These medications are often gateway drugs that can quickly become addicting, and that addiction can lead to heroin use.”

Officials said teens often abuse prescription drugs because they are easily accessible — and often free or inexpensive.

County Chief Medical Examiner Dr. Kari Reiber is assisting a state law enforcement task force investigation into heroin use.

“Exhaustive toxicology studies suggest the current heroin on the streets is more pure, and therefore even more deadly,” Reiber said in a council release. “Drug users, who are lured by heroin’s cheap street price, may be unaware of its lethal effect.”

Local officials want to prevent young people from using drugs that could lead to addiction.

Officials said studies reveal that children who learn about the risks of drugs at home are up to 50 percent less likely to use them — but only one-third of parents discuss the risks of abusing prescription medicines with their teen children.

Still offered tips for parents. They include:

• Talk to children about the dangers of all drugs, including prescription and over-the-counter medications.

• Be aware of what is in your medicine cabinet. Keep an inventory of medications and how many pills are in each bottle. Track prescription refills.

• Keep medicines in a safe place, such as a locked cabinet.

• Dispose of unused or expired medications, which can be brought to one of the Dutchess County Resource Recovery Agency’s monthly Safe Medication Disposal Days.

State grants used to fight crime in the mid-Hudson Valley will decrease sharply in the coming year, according to Gov. David Paterson.

On Tuesday, Paterson said Operation IMPACT grants totaling $13.5 million will be awarded, down more than 10 percent from about $15.1 million last year.

Officials called the decrease a reflection of the state’s fiscal crisis. The grants go to upstate and Long Island counties.

Dutchess County will receive $377,724, down from $407,130. Ulster County is slated to get $275,331, down from $314,119.

Officials said the grants support strategic crime-fighting and violence-reducing initiatives by providing money for crime analysts, prosecutors, surveillance cameras, undercover details and warrant sweeps.

“Operation IMPACT is a crucial program that has made our communities safer,” Paterson said in a release. “Public safety and economic revitalization go hand-in-hand. We must, as a state, do our part to assist our local law enforcement partners in ensuring that our communities are safe places to live, work and raise our families.”

City of Poughkeepsie police Chief Ronald Knapp said IMPACT funds are key to fighting violent crime.

“Every month, the Dutchess County IMPACT team meets and discusses operations, strategies and other issues,” Knapp said in a statement from Paterson’s office. “Our field intelligence officers meet on a weekly basis to share case info and crime information. I cannot imagine what we would be facing without the support and funding of this vital New York state initiative. This aid is especially critical in these tough economic times, when we are all struggling with tight budgets.”

Officials said grants were awarded competitively, with priority given to areas with the highest volume of crime.

In the City of Newburgh, acting police Chief Michael Ferrara said Operation IMPACT has “allowed the department to move past simply reacting to crime, and to move towards proactive enforcement efforts, field intelligence and crime analysis — all of which are critical to maintaining public safety and reducing crime.”
