<p><span style="font-size: x-small;"><em><strong>The next community meeting will be held at the Town&#8217;s  Teen Center at Lakeside Park.  We will meet at 7:00 p.m. on Thursday,  April 29th.<br />

<p><span style="font-size: x-small;"><em><strong>The purpose  of this meeting is to continue the dialogue about the challenges facing  our children and teens that was initiated at the Pawling Central School  District&#8217;s community forum last month.<br />
</strong></em></span></p>
<p><span style="font-size: x-small;"><em><strong>Please take this opportunity to talk to representatives  from the Town and Village, the School District and others.  We will also  have a look at the newly renovated Teen Center.</strong></em></span></p>

<p>Progress4Pawling has scheduled a community meeting for Thursday, January 28th at 7:00 in the Pawling Village Hall.  Our guest will be Paul Ward, Coordinator of Community Expansion for the Newburgh YMCA.  It appears that the approximately $40,000 from an endowment created to provide programs for Pawling youth from a former community member has been awarded to the Newburgh YMCA.  The YMCA is now looking for community input.</p>
<p>Please come and meet Mr. Ward, hear how the Newburgh YMCA plans to spend the endowment money and let Mr. Ward know what programs you would like to see in this community.</p>

<p>Proving that the Neighborhood Watch program is here to stay, this group of volunteers dedicated to keeping Pawling safe and its residents informed as to what is going on in the area, recently met at the Holmes-Whaley Lake Civic Center to discuss a number of timely issues.</p>
<p>Organizer Bob Eichinger opened the meeting by thanking people for their attendance. He introduced fellow organizers Bob Greco and Diana Cretella.</p>
<p>Eichinger began the meeting by stressing the importance of monitoring the group’s Web site “because there’s a lot of information there.” The site is www.hpnw.org.</p>
<p>Eichinger explained that Deputy Sheriff TJ Hanlon is the group’s advisor. “I guess based on budget restrictions he is on patrol in the village tonight and can’t come … It’s a shame. It’s a real shame that we are that constrained when it comes to our local law enforcement.” He added that he spoke to Hanlon about a number of issues on the meeting’s agendas and would be sharing Hanlon’s insights.</p>
<p>Eichinger described how important it is to provide police with accurate information when reporting incidents to them. “At the end of the day, that’s one of the biggest things we can do as a Neighborhood Watch, is to extend the reach of law enforcement.”</p>
<p>He said that the job of Neighborhood Watch is to report crime, not to confront people. He said that a cell phone, paper and pencil are important tools for members to write down the important information and to call it in. He said for emergencies call 911 but to report other incidents to call either the Dutchess County Sheriff’s Office at 486-3800 or the New York State Police at 677-7300.</p>
<p>Eichinger described this group as a “reactive organization” where people come out in large numbers when criminal activity increases but then decreases when periods of calm prevail.</p>
<p>He discussed how a student from the Pawling High School contacted him to discuss the drug problems in the area and how he advised her to first speak to Hanlon followed by going to the group’s Web site before he would sit down with her, which he is doing later in the week.</p>
<p>Eichinger then related a number of criminal activities that have occurred in the Pawling area that are on the group’s Web site. “We’re no different than any other town our size.” He said there are more serious criminal activities such as home invasions and drug dealing going on in the area that could happen in Pawling as well. “A bad economy brings out the worst in all of us.”</p>
<p>Eichinger stressed it is important to remain diligent because of lot of criminal activities are crimes of opportunity. He went on to discuss how the police arrested the individuals involved in the vandalism spree and that this matter is now in the court’s hands to resolve, which he said is often a lengthy process. “We’re thrilled to death when law enforcement makes an arrest and then you have to trust the process.” He advised people that if they are unhappy with any part of the process to get involved.</p>
<p>Jeff Asher said that he found that there are a lot of people who were victims of the vandalism spree that damaged cars and property are very angry because they have to get their money back from the perpetrators of the crimes, a frustrating process. He suggested that there might be a role here for the Neighborhood Watch group in such situations.</p>
<p>Eichinger said the group had discussed such a scenario and that it might be able to do more in the future but that now there are not enough committed volunteers to do so. “There is definitely an unmet need there.”</p>
<p>He went on to discuss how the barbershop in town, formerly owned by Matt Conti, has changed hands. “As a community we put a lot of pressure on him.” Eichinger said he hoped that Conti was getting some help.</p>
<p>As to Asher’s comments concerning people’s anger at the criminal justice system, Eichinger said, “TJ is very quick as far as I’m concerned to answer questions and to tell us as much as he possibly can without jeopardizing any investigations.” He said Hanlon also directs people in the right direction to find answers for their questions.</p>
<p>Eichinger explained that it appears that arrests are being made but that the real problem seems to be judges who release perpetrators, allowing some of them to resume their criminal activities almost immediately.</p>
<p>Greco, a retired New York State Trooper, said, “It’s as frustrating for the cops, believe me.”<br />
Asher asked about the status of the village’s plan to install surveillance cameras in the business area.</p>
<p>Eichinger explained it was his understanding that the village is still looking at funding issues regarding this project but that it seemed at Village Board meetings there is considerable support from both the board members and the public.</p>
<p>Bart Louwagie explained the technology of such systems and how Mobotix makes a camera that is low maintenance and user friendly, providing a wide range of viewing with no movable parts requiring maintenance.</p>
<p>Eichinger said, “We know where the hot spots are … The issue is dollars and cents. Make your opinion know.”<br />
Asher suggested looking for donations “because this is something that brings people together.”<br />
Louwagie said the cost is approximately $1,000 for the average commercial camera from that company. He indicated that this is not a proprietary camera system so it could be integrated into other systems.</p>
<p>Eichinger reported that the group has recently started doing some sporadic patrols. “We try not to make a big deal out of it, we just go out.” He explained that it is easy to just observe what is going on around you while you are out doing normal activities and to report anything that is suspicious to the police.</p>
<p>A man in the audience questioned whether police patrol in Holmes because he does not see this like he did when he lived in the city.</p>
<p>It was explained that in rural areas the police have a much larger area to patrol but numerous people at the meeting assured him that both the sheriff’s office and state police conduct regular patrols throughout Dutchess County. “I think for everybody, you are never going to see enough,” Eichinger commented. He reminded them that they don’t want potential criminals to know when patrols would occur.</p>
<p>County Legislator Dave Kelly added, “I think you have to remember that we are accepting zone patrols. They have one car that is in a large area and that’s the coverage.”</p>
<p>There was also a discussion on the necessity of having probable cause before the police could stop a vehicle and that any type of profiling is unconstitutional.</p>
<p>Eichinger explained that, on the advice of Hanlon, it would legal to look at any vehicle that appears suspicious to see if anything is obviously wrong with it such as a broken taillight that would give police probable cause to stop that vehicle.</p>
<p>Eichinger then moved the discussion to Halloween safety for both trick-or-treaters and homeowners as enumerated in some handouts provided to those in attendance. He stressed being extra careful when driving because children often get excited and forget about traffic safety.</p>
<p>In response to a question on the location of sex offenders, Eichinger pointed out that they are listed on the Dutchess County Sheriff’s Web site for public review.</p>
<p>Kelly indicated that he checked that site approximately 45 days ago and that there was no one listed there from Pawling.</p>
<p>Greco explained to people that the best leads for police often come from witnesses, making the accuracy of the information they provide to the officer essential to solving cases. He gave the members of the audience a handout that suggested information that might be pertinent such as how to describe a suspect by noting sex, age, clothing, height, weight, tattoos or scars and ethnic background. If a vehicle is involved, he suggested noting color, type, make and model, any distinguishing dents or broken lights, direction moving toward and most importantly, the license number.</p>
<p>Greco suggested writing this information down so it is accurate when it is called in to the police. “Your detailed notes will make a difference,” he said.</p>
<p>Asher pointed out the usefulness of a cell phone camera. Eichinger said that is a great idea but advised people to be careful because it might tempt someone to get closer than they should.</p>
<p>Kelly explained that the enhanced 911 Center has advanced capabilities that make numerous options available to law enforcement.</p>
<p>Eichinger advised everyone that the more information they could provide the police the faster cases could be solved. He thanked everyone for attending.</p>
<p>“This is a reactive process too many times. When things go bad we get a lot of interest. We’re in this for the long haul.”</p>
<p>Eichinger introduced himself as the Captain for the Town of Pawling, Greco as the Captain in the Holmes/Whaley Lake area and Cretella as the Captain in the Village of Pawling.</p>
<p>He said anyone who is interested in patrolling in these areas could contact the captain in charge to learn more about doing this. “The quieter in the community we are, sometimes the more effective we are.”</p>
<p>Eichinger concluded by advising everyone that the town and village had given permission to put up Neighborhood Watch signs and asked for anyone’s input on funding these. He said it would cost approximately $900 to do it.</p>
<p>Louwagie thanked the organizers for keeping this group going.</p>

			<content:encoded><![CDATA[<p>There was a strong  turnout of 30+ neighbors/friends at the Holmes-Whaley Lake Civic Center for a Holmes-Pawling Neighborhood Watch (HPNW) Community Meeting on March 31st at 7:00 PM.</p>
<p>On behalf of the HPNW Steering Committee, I want to express our appreciation to all in attendance and to Ed Munning for hosting our use of the Holmes-Whaley Lake Civic Center.  I want to personally thank Susan Macura from Pawling Press for her continued coverage and interest in helping us communicate to the Holmes &amp; Pawling Communities. Also a thank you to Bruce Cunningham the Publisher of the Pawling Press for his ongoing support.</p>
<p>We were also gratified to have County Legislator David Kelly and Town Councilman Michael Mayer in attendance. Thank you both for your attendance and obvious concern for the safety of the Holmes &amp; Pawling Communities.</p>
<p><strong>Highlights of the meeting follow:</strong></p>
<p>&gt; Bob Eichinger reviewed the role of HPNW which is to report all suspicious and criminal activities to Dutchess County Sheriff Office #845-486-3800 or NYS Police Troop K HQ #845-677-7300. For all Emergencies call 911 immediately.</p>
<p>Please refer to HPNW General Flyer for more details on purpose of HPNW.</p>
<p>&gt; Discussion of calling 911 for Emergencies instead of Dutchess County Sheriff Office (DCSO) #845-486-3800. There was a quick agreement on <strong>calling 911 for ALL EMERGENCIES</strong>and for calling DCSO #845-486-3800 to report suspicious activities and possible criminal activities.  <strong>Please call 911 for any Emergencies</strong>. TJ Hanlon also told us that on July 1, 2009 911 will be upgraded to include pictures. Thanks to Legislator David Kelly and DCSO Deputy TJ Hanlon for helping to clarify the use of 911 versus calling DCSO.</p>
<p>&gt; There was a question on closing time for Town-owned basketball courts next to playground in Holmes. Response from TJ was he will ask Pawling Rec. Department to post signs for hours of use.</p>
<p>&gt; There was a question on ATVs being operated late at night on Bundy Hill Road. Same Resident expressed concern about mailboxes being destroyed. Bob Eichinger added his and neighbors mailboxes on Akindale Road (Quaker Hill area) have been knocked down many times in the past 2 years. Another Resident also expressed concern about ATVs on railroad tracks along Route 292. Response from TJ was it is hard to catch person(s) in the act of destroying mailboxes but they will investigate and make arrests whenever crime is reported or helpful leads are provided. A comment was made by another Resident that the District Attorney has been too lenient on mailbox smashing in the past.</p>
<p>TJ responded on ATVs that the Sheriff will make arrests when they can catch an ATV driver breaking the law. He said it is hard to catch them but they will try. The ATV can be confiscated if it is being operated illegally and held for pickup by an adult age owner. TJ explained that ATVs do not need to be registered or licensed if operating on their owners private property.  However, if the ATV is being operated on public property they must be registered and insured. TJ will ask DCSO to look for opportunities to patrol these areas more whenever their manpower allows for it. He emphasized the need for parents to supervise their kids on ATVs as the best possible solution. TJ also highlighted that ATVs are dangerous and that a police recruit in red Hook died driving an ATV. Parents please be careful and supervise your kids.</p>
<p>TJ went on to explain the law when dealing with kids breaking the law. Anyone under the age of 16 can not be charged with anything that is not a crime such as a violation or traffic infraction. A child under 16 can be referred to the PINS (person in need of supervision) program or to Probation Department or to Family Court.</p>
<p>TJ also explained that all felonies are the jurisdiction of the County Court and misdemeanors can be handled by the local Town or Village Courts.</p>
<p>&gt; There was a statement by a Resident that garbage is being illegally dumped on Bundy Hill Road. Response from TJ was to call DCSO 845-486-3800 and report it so they can investigate and issue tickets to offenders. TJ said they will look at garbage contents to try and determine source and possible offender(s).</p>
<p>&gt; There was a statement by a Resident about kids using the rope swing along the railroad tracks and burning railroad ties. Response from TJ was that he will advise MTA who owns the railroad property that there are kids burning railroad ties and possibly having parties with underage drinking etc. TJ said DCSO will also keep an eye on this especially during the Summer.</p>
<p>&gt; Tony Polidore a HPNW Steering Committee member pointed out that there were two burglaries in Holmes earlier this year (January 2009).  There was no detail available but all Holmes Residents need to be aware of this and to take necessary precautions. See the Categories Section of this website and download the Security Checklist to help ensure your home is as safe as possible.</p>
<p>&gt; There was a question about the legal speed limit for boats on Whaley Lake. Response from Legislator David Kelly that there is an Ordinance governing speeds on the lake. Councilman Mike Mayer will investigate the Town Ordinance and advise HPNW of the law.</p>
<p>&gt; A Resident commented about the way DCSO handled a large party by teens last Fall off of Dodge Road. Response from TJ covered the law when dealing with kids under age of 16 as previously covered in this posting. TJ also pointed out that DCSO will make every effort to contact parents or when necessary to make arrests when they find underage drinking, drugs etc. TJ has also emphasized in the past when asked this question that law enforcement is no substitution for good parenting.</p>
<p>&gt; A Resident asked about whether leaving &#8220;night lights &#8211; porch. yard etc&#8221; is advised for deterring crime. There was no definitive answer provided. Bob Eichinger will investigate and advise.</p>
<p>&gt; Councilman Mayer stated that the Pawling Teen Center has been under-utilized. Several Residents commented on the need for more positive &amp; constructive programs for our teens. Bob Eichinger recommended that Dolores Ragsdale meet with Councilman Mayer to discuss developing more events and programs for teens at the Pawling Teen Center. Dolores is a leader in the Progress for Pawling Group that started out as Stone Soup Committee. This group is focused on developing positive programs for the youth of Pawling.</p>
<p>&gt; A brief discussion on the recent heroin arrests in Pawling was held.  TJ highlighted the recent arrests and the commitment of DCSO to get drugs out of the hands of our children and out of our communities.</p>
<p>As the meeting was wrapping up, TJ emphasized that Neighborhood Watch serves as a deterrent to criminal behavior. Bob Eichinger encouraged all Residents to fill out a HPNW Volunteer form and to get involved with HPNW.</p>
<p>Each of the six HPNW District Captains will contact all new volunteers within the next 1-2 weeks. HPNW is organized by Town of Pawling Voting Districts.</p>

<p><span class="pp"></span>Police arrested the suspect, Londell A. Dyson, 20, on Wednesday (March 11, 2009) near Main Street in Pawling. The arrest was a result of a two month investigation into Dyson’s alleged heroin sales, police said.</p>
<p>Following his arrest, police executed a search warrant at Dyson’s home on Fairway Drive, where they allegedly found 31 glassine envelopes of heroin, scales, drug paraphernalia and a rifle. Police said, at the time of his arrest, Dyson had five glassine envelopes of heroin and $3,650 in his possession.</p>
<p>He was charged with third degree criminal possession of a controlled substance, a class B felony, and resisting arrest, a class A misdemeanor. Additional charges are pending, police said.</p>
<p>Dyson was arraigned and remanded to Dutchess County Jail on $20,000 cash or $40,000 bond. The full article link follows.</p>

			<content:encoded><![CDATA[<p>Dear HPNW Steering Committee Members &#8211; The following is a summary of our Feb. 17 Meeting at Lakeside at 6:30 PM.</p>
<p>&gt; Attending were &#8211; Bob E., Bob G., Diana C. and Tony P. Bart L. called during the meeting to let us know he got tied up with another priorirty and that he could not join us.</p>
<p>&gt; We scheduled our next Steering Committee Meeting for Tuesday &#8211; March 3rd at Lakeside at 6:30 PM. Please add to your calendar and attend. Please email or call me if you can not make the meeting.</p>
<p>&gt; Tony wants to have a District Meeting at Holmes Civic Center where the local residents are invited to join us. Tony will work on dates and securing the Holmes Civic Center.</p>
<p>&gt; Bob E emphasized that we should continue to work ahead and build our infrastructure (website, website content, network within our Voting Districts etc.) and not keep scheduling HP Community Wide Meetings. All attending were in agreement. The community will probably not get more involved until  there are more specific problems/crimes which, of course, we all hope there are not.</p>
<p>We hope that as we build our infrastructure especially the website, we can become an important local information source that will also attract volunteers. We think this website for local Holmes &#8211; Pawling information is even more important since the closure of the Pawling Chronicle.</p>
<p>&gt; Bart and Louis please confirm back to me that you can start working on the website. The most important thing is we need to confirm the url address. www.hpneighborhoodwatch.com is available so hopefully you can secure that.  I know you guys talked and already knew what hosting company you wanted to use. Please let us know any costs so we can share the expense if that is OK with everyone. I know it is pretty cheap today thankfully.</p>
<p>&gt; We are looking to have the website serve as an information point for crime and crime prevention in Holmes-Pawling. We are looking into the old &#8220;Police Blotter&#8221; info feed (Bob G. is doing), attending Pawling Court to see what info they keep recorded that we could post and we will moniter Poughkeepsie Journal too. Diana, Tony and Bob E will try to attend Thursday Night Pawling Court to see what is happening. Hopefuly, TJ can also help us with best information sources on crime in Town of Pawling.  The website will also serve as a download source for the PDF&#8217;s from DC Sheriff office; provide links to relevant sites &amp; subjects and be a continuous source of education on crime &amp; crime prevention.</p>
<p>&gt; Diana asked me to edit our 1 page flyer so it can be used as general handout. A revised copy is attached for all of you.</p>
<p>&gt; Diana gave all of us a copy of the 6 volunteer forms we collected at our Feb 4th general meeting. Each District Captain will contact their volunteers. *** Louis please give me your mailing address so I can mail you Loretta Eastwood who is in your District #5.</p>
<p>&gt; We also discussed what information media (flyers, business cards, signs to use to attract volunteers. We will decide and take action once we know our website url address.</p>
<p>&gt; I also filled out an application with Town of Pawling Rec Dept so we do not burden TJ with always attending and getting us a key for Lakeside Building use.</p>
<p>&gt; Last, I goofed up and left out the J in TJHanlon@me.com in my last few emails. SORRY TJ. I have caught my mistake via Tony P&#8217;s sharp eyes.</p>

<p>We acted on the following:</p>
<p>&gt; Bart will create the Information card we will give to all community attendees at the Feb 4th meeting. We all agreed on the information to have on it. He will have ready for our &#8220;dry run&#8221; meeting we scheduled for Tuesday Feb. 3rd at lakeside at 6:30.</p>
<p>&gt; We selected the large room in Lakeside to use as it gives us the most flexibility and it has a dry erase board for us to use when gathering community input.</p>
<p>&gt; We wil need volunteers to set up room on Feb 4th at 6:00 PM and to add chairs if community turnout is large. If all leaders are there at 6:00 PM we have enough help. The community meeting starts at 7:00 PM.</p>
<p>&gt; Bob Greco will bring dry erase markers and pencils or pens for anyone who did not bring one for Feb 4th meeting.</p>
<p>&gt; Bob Greco will confirm the six voting districts for Town of Pawling so we can decide who the captains are for each one on Tuesday Feb 3rd.</p>
<p>&gt; We decided to have the Flyer, Home Security Checklist PDF, Green Booklet (TJ already has printed) and Information Cards as handouts for the meeting. We are printing 100 of each.  BobE will print the Flyer &amp; Security PDF and Bart will print the Information card.</p>
<p>&gt; Louis will add our the HP Neighborhoodwatch Contact Information to Home Security PDF and send to Bob E to before printing.</p>
<p>&gt; We scheduled a Feb 3rd at 6:30 &#8220;dry run&#8221; meeting as our final prep for the Feb 4th Community meeting. Please plan to attend. It will last 30 minutes and is designed to make sure we are ready for Feb 4th.</p>
<p>&gt; TJ has us in the Jan. 30th edition of the Pawling Chronicle announcing our Feb 4th Community Meeting.</p>
<p>&gt; Bob E. will borrow a microphone from his church for Feb 4th meeting use. Bring Tuesday to try out.</p>
<p>&gt; TJ has the agenda and emailed it to Bob E. I will forward a copy seperately to each of you. We will decide who is speaking besides TJ on Tuesday night.</p>
<p>&gt; The Steering Committee (Leaders) wil sit up front and act as District Captains as well.</p>
<p>&gt; Please make every effort to be at the Feb 3rd &#8220;dry run&#8221; at 6:30 and of course at the Feb 4th 7:00 PM Community Meeting. Arrival at 6:00 PM is best for February 4th to ensure all preparations are complete.</p>
<p>&gt; We also discussed developing a a website with Bart and Louis coordinating it after the Feb. 4th meeting.</p>
<p>&gt; I highlighted Tony Polidore&#8217;s message that there is a brown Isuzu cruising in Brewster area for possible burgleries with a woman posing as a cleaning lady and a man is with her. Tony also said a nearby neighbor of his was burglarized in broad daylight with electronic equipment stolen in the past week.</p>
