Warning: Suspicious Man – A car with EDV in the license plate is crawling around the neighborhood. The beige car (possibly a Toyota Camry) and male driver (estimated in his early sixties) seems to show up when the morning school bus comes around and seems to watch for kids getting on bus. He has been driving the Holmes neighborhood for a while. The sheriff is aware of his presence and knows his full license plate, if you see him stop and park near your home, please call the DC Sheriff immediately at 845-486-3800 or if an immediate danger dial 911.
He has parked in the front of certain houses. In one case he said “he had been tired and just fell asleep”.
HPNW has spoken with DCSO this morning and DCSO has confirmed they are investigating.
The man is typically parked across the street from bus stops during the Middle School/High School runs around 6:45.

We have spoken with Dutchess County Sheriff’s Office (DCSO) and contacted the Pawling School District so all know to be on the lookout for this man and his dented beige Toyota? car. The DCSO knows who he is and is watching him as best they can. Unfortunately, the man has so far not committed a crime. Please continue to call the DCSO at 845-486-3800 anytime you see him around our children or bus stops or parked in front of your home. The DCSO will respond and hopefully we can make it uncomfortable enough for this man to stop parking in our neighborhood. We also have a member of Neighborhood Watch from Holmes watching for him at the 6:30 – 7:00 AM bus arrival times. He was seen driving and parking on Mountain View Drive in Holmes on April 28th as well in the 6:30 – 7:15 AM time frame. We have been told by DCSO that he delivers newspapers in Putnam County but they do not believe he has any current newspaper customers in Holmes. The man in question was stopped on lower South White Rock Rd. around 9:15 this morning (May 1); DCSO was called. I’m told by a Journal-News customer on SWR Rd. that he delivers the Journal-News on SWR, has done so for some time, and is a Pawling resident.
Thank you for your information. The suspicious man should not be directly confronted by concerned residents but instead if he is where he should not be and he is around any children the DCSO should be called immediately at 845-486-3800. They will respond immediately. I just got off the phone with the DCSO Detective Twadell who is responsible for this ongoing investigation. He said the man has told them he is a newspaper deliveryman and is not trying to do anything other than deliver newspapers. He has not been 100% convincing to the DCSO that he is simply trying to deliver newspapers. They are watching him. He has been asked to alter his schedule to not coincide with school children getting on buses in the AM in Holmes. If you see him acting suspiciously please call DCSO 845- 486-3800 immediately do not directly confront him. We need to work with law enforcement and let them do the confronting.
We received another notice via email late yesterday afternoon that this same man followed another Pawling school bus and parked across the street from the bus stop on May 19th at 3:00 pm in Holmes. The woman (mother) who sent us this email yesterday afternoon said her daughter got off the bus and was frightened when she saw the man watching her. She immediately went up to a neighbor’s house instead of walking to her own home. When the neighbor came outside the man sped away in his car. The mother called the DCSO and was told that unfortunately no law was broken. That may not be correct and we will investigate if there are anti-stalking laws being broken by this man. We sent a request to DCSO yesterday afternoon asking for more help. HPNW will reach out to other Dutchess County Officials for help if we do not receive a satisfactory answer today. HPNW contacted DCSO Detective Kurt Twaddell on May 27th. Detective Twaddell responded via email and said DCSO is doing everything possible to resolve the continued presence of what we have classified as a very suspicious man watching our children getting on/off school bus in Holmes. So far, DCSO has been unable to arrest the man as he has not broken any specific law. The Dutchess County DA Office has been involved with DCSO and has said the same. All want to get this man to stop but have to follow the law. HPNW has Retired NYS Trooper Bob Greco watching the bus stop that the man has frequented the most and we will watch for other locations as well. Bob Greco drives a dark green pickup truck with a cover over the bed. Bob is a very young 55, has black hair and is 5′9″ and stocky. We have also asked the PCSD to determine how to handle this situation with their school bus drivers to see if they can help improve the safety of our children.
